JOB TITLE: Senior Director of Student Civil Rights and Bullying Prevention
REPORTS TO: Deputy Superintendent of Student Services
POSITION TYPE: Exempt, Non-Aligned, Salary, 12 months, Full Time
SALARY RANGE: $145,000 - $158,000
SKILLS:
- Proven ability to work collaboratively with district principals and educational leaders in implementation of student civil rights and bullying prevention efforts
- Proven ability to implement complex protocols with fidelity, attention to detail, and systematic organization and follow through
- Exceptional problem solving, written and verbal communication, presentation, facilitation, interpersonal and leadership skills
QUALIFICATIONS - REQUIRED:
- Three years of experience with efforts to prevent and address bias-based conduct, sexual misconduct, and bullying in a school or school district
- Experience conducting school-based investigations or supervising employees who conduct school-based investigations
- Knowledge of federal, state, and local laws, rules and regulations governing student civil rights and bullying, such as Title VI, Title IX, Massachusetts General Law Chapter 71, and/or Section 504
- Master’s Degree in Education, School Administration, Law, or Related Field
- Sound independent judgment in applying the law and district policies related to student civil rights and bullying
- Willingness to work extended hours as needed to address emergent issues and/or participate in community meetings
QUALIFICATIONS - PREFERRED:
- Massachusetts DESE certification highly desirable (Educator, School Administrator, or Superintendent); or eligibility to earn credentials
- Experience with data collection, monitoring, and reporting
- Competence with the Google Workspace, including Docs, Mail, Drive, Sheets, and Slides
PHYSICAL DEMANDS:
Physically capable of carrying out the daily responsibilities of the job including (but not limited to): consistently multitasking, utilizing Google software and keyboarding for multiple hours per day, traveling throughout the district, moving quickly when needed in response to an emergency, and participating in physical activities if necessary to keep staff, students or others in the safe and out of harm’s way.
POSITION OVERVIEW:
This is a senior staff position responsible for the Public Schools of Brookline’s efforts to respond promptly and effectively to student concerns regarding bias-based conduct, sexual misconduct, bullying, and disability accommodations for students, monitor trends, and engage in comprehensive efforts to prevent discrimination of any kind toward students. The Senior Director will serve as PSB’s Title VI Coordinator, Title IX Coordinator, Bullying Prevention Coordinator, and Section 504 Coordinator.
ESSENTIAL DUTIES:
Respond to student-based community concerns and ensure they are referred to the appropriate school or district employee
- Timely review and respond to concerns reported by phone, email, or through the Public Schools of Brookline Community Incident Reporting Form.
- Analyze reported concerns, ensure the appropriate school or Central Office administrator is assigned to respond, and track progress and closure of any needed investigation or other steps.
- In some instances, the Senior Director of Student Civil Rights and Bullying Prevention will be designated to lead the district’s response.
Oversee efforts to prevent and address student-on-student bias-based conduct
- Coordinate and monitor the district’s compliance with Title VI of the Civil Rights Act of 1964 and other state and federal laws, regulations, and guidelines that prohibit discrimination on the basis of race, color and national origin in or impacting educational programs or activities.
- Coordinate and monitor students’ and others’ compliance with the Public Schools of Brookline (PSB) Student Civil Rights Policy, including addressing concerns regarding possible bias-based conduct based on students’ race, color, age, physical or mental disability, pregnancy, homelessness, sex/gender, gender identity, religion, national origin, ancestry, sexual orientation, genetics, or natural or protective hairstyle.
- Provide coaching to school administrators regarding complex issues and challenges regarding bias incidents.
- Model respectful and inclusive treatment of students, families and staff of all backgrounds.
- Regularly review district and building publications to ensure that they include an annual Notice of Nondiscrimination including contact information for key personnel.
- Ensure that the district uses effective methods to annually inform all students, parents/guardians and employees about the district’s protocols for reporting possible bias-based conduct, such as in faculty and student handbooks, and school and district websites.
- Coordinate revisions to district policies and protocols regarding bias-based conduct, as necessary, to ensure that they are up-to-date and consistent with current requirements under state and federal civil rights laws.
- In collaboration with the Office of Human Resources and the Office of Educational Equity, develop and provide regular training to all staff regarding bias-related incident reporting, including policies, employee reporting obligations, investigation protocols, and remedies as appropriate.
- In collaboration with the Human Resources and Department of Educational Equity, coordinate and/or conduct investigations of race, national origin, ethnicity, and other discrimination complaints in accordance with the district’s policies and protocols.
- Oversee development and regular implementation of prevention programming to educate students regarding bias-based conduct, including maintaining a database of instructional materials.
Oversee efforts to prevent and address student-on-student sexual misconduct
- Coordinate and monitor the district’s compliance with Title IX of the Civil Rights Act of 1964 and other state and federal laws, regulations, and guidelines that prohibit sexual misconduct and discrimination on the basis of sex, gender, gender identity, and sexual orientation in or impacting educational programs or activities.
- Coordinate and monitor students’ and others’ compliance with the Public Schools of Brookline (PSB) Student Civil Rights Policy, including addressing concerns regarding possible sexual misconduct toward students.
- Provide coaching to school administrators regarding complex issues and challenges regarding sexual misconduct incidents.
- Ensure that the district uses effective methods to annually inform all students, parents/guardians and employees about the district’s protocols for reporting possible sexual misconduct, such as in faculty and student handbooks, and school and district websites.
- Coordinate revisions to district policies and protocols regarding sexual misconduct, as necessary, to ensure that they are up-to-date and consistent with current requirements under state and federal civil rights laws.

- Coordinate and monitor the district’s compliance with Massachusetts General Law Chapter 71 to prevent and address bullying in or impacting educational programs or activities.
- Coordinate and monitor students’ and others’ compliance with the Public Schools of Brookline (PSB) Bullying Prevention Plan, including addressing concerns regarding possible student-on–student bullying.
- Provide coaching to school administrators regarding complex issues and challenges regarding incidents of bullying.
- Ensure that the district uses effective methods to annually inform all students, parents/guardians and employees about the district’s protocols for reporting possible bullying, such as in faculty and student handbooks, and school and district websites.
- Coordinate revisions to district policies and protocols regarding bullying, as necessary, to ensure that they are up-to-date and consistent with current requirements under state and federal laws.
- In collaboration with the Office of Human Resources and the Office of Educational Equity, develop and provide regular training to all staff regarding reporting of possible bullying, including policies, employee reporting obligations, investigation protocols, and remedies as appropriate.
- In collaboration with the Human Resources and Department of Educational Equity, coordinate and/or conduct investigations of possible bullying in accordance with the district’s policies and protocols.
- Oversee development and regular implementation of prevention programming to educate students regarding bullying, including maintaining a database of instructional materials.
Oversee efforts to provide Section 504 accommodations to students
- Coordinate and monitor the district’s compliance with state and federal laws, regulations, and guidelines that prohibit discrimination on the basis of disability (Section 504 of the Rehabilitation Act of 1973) and in educational programs or activities receiving federal financial assistance.
- Ensure school-based personnel timely, effectively, and consistently implement the district’s policy and protocols regarding Section 504 Plans for students with disabilities.
- Provide coaching to school administrators regarding complex Section 504 issues and challenges.
- Manage the district’s budget for 504 accommodations, such as purchases of assistive technology or equipment.
Partner with Human Resources to prevent and address staff, parent/guardian, and other bias-based conduct, sexual misconduct, or bullying toward students
- Collaborate with Human Resources to ensure allegations of bias-based conduct, sexual misconduct, and bullying of students by a PSB employee, parent/guardian, volunteer, contractor, or other party who engages in PSB instruction or student activities are addressed promptly, effectively, and consistently.
Collect and report on data regarding the frequency of reports of concerns and steps taken to address concerns
- Maintain timely, thorough, and consistent documentation of all concerns regarding student civil rights and bullying, including monitoring prompt completion of all Civil Rights & Bullying Incident Response Documentation Forms.
- Track trends in the quantity and nature of concerns reported, and the outcomes of those concerns.
- Provide regular oral and written reports on trends to the superintendent, other school and district leaders, the School Committee and their Policy Sub-Committee, and state and federal authorities as required.
Supervise and evaluate the following staff:
- Review employee's performance, provide feedback, recommendations and support for development and growth as well as counsels and disciplines staff consistent with system policies and protocols.
- Provide periodic observations and evaluations that are constructive and completed based on the timetables set by the district.
- Offer training and guidance as necessary based on evaluations and organizational needs.
- Participate in hiring staff and preside over and/or participate in due process meetings related to discipline, grievances, reduction in force, etc.
Perform other related duties and tasks as assigned
- Performs such other tasks and assumes such other duties as may be assigned by the Deputy Superintendent of Student Services, including collaborating with the Office of Student Services, Office of Educational Equity, and Office of Teaching and Learning to support broader district initiatives.
